Huang Xin, male, Han nationality, born in Hengyang, Hunan Province in July 1968, is a member of the Communist Party of China, professor, and doctoral supervisor. He serves as a director of Chinese Public Administration Society, a member of the Propaganda Team of Hunan Provincial Committee, head of the Social Science Popularization Base for Hunan Province Hemei Village Construction, vice president of the Hunan Beautiful Village Construction Research Association, and editor-in-chief of Beautiful Villages in Hunan.
In June 1992, he got his Bachelor's Degree in Political Science of Hunan Normal University, and in June 1992 he got his Master's Degree in Law of Central China Normal University. In May 2013, he went to Cambridge University to study higher education management. From May to June 2017, he participated in the Ministry of Education's "Overseas Study Program for Thousand Presidents of Central and Western Universities" to study in Australia. From June to July 2019, he attended the "Training Course on Innovative Management of Human Resources" organized by National Ethnic Affairs Commission of the PRC and went to Russia to study.
In June 1992, he joined the University of South China and successively served as the secretary of the Youth League Committee , the secretary of the General Party Branch of the Medical School, the minister of the Propaganda Department, the minister of the United Front Work Department, the secretary of the Party Committee and the director of the Party Administration Office. From May 2012 to February 2014, he served as the Dean of Chuanshan College, University of South China. From February 2014 to December 2020, he served as member of the Party Committee and vice President of Jishou University. From April 2021 to mid-December 2023, he served as Deputy Secretary of the Party Committee and President of Hunan University of Technology and Business. Since late December 2023, he has been the Party Secretary of Hunan Institute of Engineering.
He is mainly engaged in teaching and research on digital government governance and urban and rural public governance. He has presided over 13 national and provincial research projects, authored and published 1 monograph and 1 textbook, and published more than 60 academic papers in journals such as “People's Daily”, “Economic Geography” and “Hunan Social Science”. He has won more than 10 awards, including the Third Prize of Social Science Research Achievements of the National Ethnic Affairs Commission, the Second Prize of Teaching Achievements of Hunan Province, and the First Prize for Philosophy and Social Science Achievements of Hengyang City.
He is presiding over the Party committee,responsible for the reform and development planning, in charge of the Reform and Development Division, and in contact with the School of Ideological and Political Science, the School of Computer and Communication Engineering, the University Knowledge Union.
